The New Windsor Mayor and Town Council adopted the 2007 New Windsor Community Comprehensive Plan on 
July 5, 2007.

On December 20, 2010, the Mayor and Town Council adopted amendments to the Plan. These amendments involve removal of approximately 93 acres of land (Lease property) from the Municipal Growth Area, an updated Municipal Growth Element (Chapter 6, Municipal Growth), and various proposed changes to the water and sewer service areas.
