Stormwater in Carroll County and the eight incorporated municipalities is regulated by law under Phase I and Phase II Municipal Separate Storm Sewer (MS4) permits under EPA's National Pollutant Discharge Elimination System program administered through the Maryland Department of the Environment.

Town of Hampstead

Public Water System – Town of Hampstead:

Town of Manchester

Town of New Windsor

Town of Sykesville

City of Taneytown

  • For water or sewer leaks and back up during normal business hours, contact the Taneytown City Office at 410-751-1100.

Town of Union Bridge

  • For water leaks and clogged sewer lines during normal business hours, contact 410-775-0687.

City of Westminster

  • Emergency water breaks, please call 410-848-9565 on weekdays between 7:30 a.m. and 3:30 p.m. After hours and on weekends, please contact the Westminster Police Department at 410-848-4646.
