The Administration / Fire Protection Engineering section of the Department of Public Safety provides a wide variety of services to our many customers inside and outside county government, including ensuring all commercial, industrial, and multi-family residential building construction (i.e., new buildings, additions, and renovations) comply with the all applicable Fire Protection Standards & Life Safety Regulations, in order to assure, protect, and maintain the safety and welfare of the citizens of Carroll County; confirming all new commercial and residential growth that occurs in the County complies with the appropriate requirements of site development & land subdivision regulations, including provisions for adequate water supplies to support fire suppression activities. The office also provides a variety of essential support services to the Carroll County Volunteer Emergency Services Association (CCVESA), its fourteen (14) member volunteer Fire/Rescue/EMS Departments, as well as individual Fire Dept. Chiefs and Administrative Officers.

Functions

  • Site Plan & Subdivision Review services to ensure compliance with all applicable codes and regulations related to the land development process
  • Certification of Adequacy of Public Facilities - Fire & EMS
  • Geographic Information Systems (GIS) services for mapping and spatial information data management
  • Assignment of addresses for all areas of Carroll County except for the Town of Taneytown, New Windsor, & old section of Westminster
  • Continuing research and support to provide adequate water supplies to support firefighting activities (Chap. 112)
  • Technical assistance to CCVESA 'Fire/Rescue Operations Committee' & Fire Chiefs
  • Administrative support to CCVESA & 14 member Vol. Fire Depts
  • Developing, in cooperation with CCVESA, new & improved standards, policies, and procedures to facilitate the efforts of the County Vol. Fire, Rescue, and Emergency Medical Services
