Design Manual for Roads and Storm Drains
The Design Manual for Roads and Storm Drains, adopted in 1994, provides a thorough set of directives and guidelines for designing and constructing roads and storm drains in the unincorporated areas of Carroll County.
The criteria contained in the Manual are generally compatible with the American Association of State Highway Transportation Officials (AASHTO) and the MD State Highway Administration.
