What is Recyclable at the Recycling Center
In addition to all materials recycled through the County’s curbside program, the following items are accepted for recycling, free of charge for residents (residential use only), at the Recycling Center at the Northern Landfill, located at 1400 Baltimore Boulevard, Westminster, MD 21157. The hours of operation are Monday-Friday, 7 am – 4:30 pm, and Saturday, 7 am – 3 pm. To contact the Northern Landfill, call 410-386-4550 during business hours.
- clothing - clothing, hats, paired shoes, socks, belts, purses, linens, blankets, and curtains. Items must be dry, clean, free of odor, and able to be reused. NO torn or stained items; only items suitable for re-use. Place items in a plastic bag.
- vehicle batteries - car, truck, marine, riding lawn mower, motorcycle, and other lead acid batteries. NO rechargeable batteries.
- antifreeze – up to 5 gallons/week/resident. NO drums, NO businesses.
- motor oil, hydraulic oil, diesel, kerosene, transmission fluid – up to 5 gallons/week/resident. NO drums, NO businesses.
- cooking oil – residential only
- vinyl siding – NO: painted siding, foam-backed, nylon nail hem, or fiberglass rod insert siding. No mixed materials (concrete, wood, aluminum, etc.).
- books – hardback and paperback books in good condition; functional CDs, DVDs, and video games (in a separate box/container). NO: newspapers, magazines, National Geographic magazines, phonebooks/directories, Bibles, coloring books, foreign language books, spiral bound/3-ring binder books, no “books on tape” (audiobooks), no wet/moldy/smelly/damaged books.
- electronics – desktop computers, laptops, computer mice, keyboards, computer speakers, cell phones, PDAs, printers, power supplies, scanners, computer cables and cords, circuit boards, chips, and cards, stereo components, VCRs, telephones, CD/MP3 players, and fax machines. NO: wooden speakers, software (CDs, DVDs, disks, etc.), or small household appliances. NO string, holiday, or strip lights. NO televisions of any kind or stand-alone computer monitors of any kind.
- rigid plastics – all items must be made primarily of plastic: outdoor toys such as playhouses and "kiddie" pools, buckets, milk/soda crates, laundry baskets, lawn furniture, flowerpots/trays (NO #6/no soil), landscape trays, storage totes and clothing boxes, plastic drums (any size), pet carriers, pallets, coolers, shelving and closet organizers, garbage cans, recycling cans and bins, 5-gallon plastic water bottles. NO: #6 plastics, PVC piping or tubing, oil or chemical containers, vinyl siding, flexible water hoses, Styrofoam, hazardous/medical waste, plastic hangers, or vehicle parts/bumpers of any kind.

The Northern Landfill also accepts for recycling, free of charge for County residents:
- white goods (washers, dryers, hot water heaters, air conditioners, dehumidifiers, freezers with doors removed, refrigerators with doors removed)
- scrap metal (not reimbursed)
- residential yard trim (leaves, grass, shrubs, tree trimmings less than 8’ in length and 12” in diameter). Yard trim must be brought in paper lawn bags or loose, plastic bags are prohibited. NO bamboo, poison ivy/oak, sumac, Japanese Stilt Grass, or other invasive species.
Tires may be dropped off for recycling at a small fee - $3 each (off the rim), $4 each on the rim; 33” outside diameter or smaller. Limit 5 tires/household/year. Over 5 tires require a state hauling license.
Items accepted as trash at the Northern Landfill – disposal fees apply:
- concrete/asphalt smaller than 6” in diameter
- non-mercury containing fluorescent bulbs & tubes (wrap in paper and place in a plastic bag)
- latex paint & cans – paint must be hardened or dry
- rotted railroad ties, wooden skids, remodeling debris
- commercial yard trim - $30/ton
