NOTICE OF PUBLIC HEARING

The County Commissioners of Carroll County will hold a public hearing on Thursday, December 5, 2024, beginning no sooner than 9:00 a.m. in Room 311 of the County Office Building, 225 North Center Street, Westminster, Maryland, 21157, to hear public comments on proposed amendments to the Carroll County Code of Public Local Laws and Ordinances regarding Chapter 36 “Personnel Policies” and Chapter 37 “Fire and Emergency Medical Services. Specifically, the proposed amendments would a) clarify and correct certain obsolete language; b) clarify non-work hours that are included in hours worked for the calculation of overtime under the Fair Labor Standards Act (FLSA); c) revise Other Salary Adjustment section in Chapter 37 to align with Fire/EMS operations; d) replace banked holidays with holiday pay; e) institute a maximum of accrued sick time for employees hired after July 1, 2025; f) update bereavement leave provided to employees; and g) Clarify the progressive discipline and grievance procedures.

            The Commissioners may make amendments to the proposed legislation based upon the comments received at the hearing and may do so without further hearing.  Therefore, it is important for interested persons to be present.
