Daly Joins Government Team as New Deputy Director
WESTMINSTER, MD, Thursday, January 4, 2024 – The Carroll County Board of County Commissioners is pleased to announce hiring Ms. Daphne Daly as the new Deputy Director for the Department of Planning and Land Management. Deputy Director Daly joins the organization on Thursday, January 4, 2024.
The Department of Planning and Land Management became a newly named county department in September 2023 when the Department of Land and Resource Management and the Department of Planning merged. As the newly selected deputy director, Ms. Daly will play a crucial role in the department’s management. She will work closely with the department director and provide direct oversight to the Bureau of Comprehensive Planning and Zoning Administration and will also act as the lead planner for the county, responsible for the strategic direction, development, and processing of the Carroll County Master Plan documents. This includes managing staff and consultant resources, facilitating stakeholder involvement, and championing work products. Additionally, she will ensure that the county complies with all appropriate Federal, State, and local land use laws and other regulatory requirements.
Ms. Daly earned her Bachelor of Arts degree in Architectural History from University of Maryland, College Park and a Master of City Planning degree from University of Pennsylvania with a land use and environmental planning focus. Prior to working for Carroll, her experience includes working for the Baltimore County Department of Planning, and the Archdiocese of Baltimore. Also, Ms. Daly previously worked eleven years for the Carroll County Bureau of Comprehensive Planning.
Daphne is married and has two adult children and a dog. She loves exploring the architecture, landscape, history, and culture of new places whenever she can. Closer to home, Daphne likes to watch movies, visit museums, see live music, go hiking, and work in her garden.
