Carroll County Government operates several facilities to serve the residents and businesses of Carroll County. Our main administrative offices are located in the County Office Building at 225 North Center Street in Westminster. That is where to come if you want to pay a bill, apply for a permit, submit a site plan, or attend most public meetings.

Other facilities also offer services. Our Parks & Recreation Department can be found at 300 South Center Street, Westminster, in the Robert Moton Center. The Department of Citizen Services has offices at 10 Distillery Drive, Westminster.

Property tax bills and county-issued water and sewer bills can be paid at the circulation desk of any Carroll County Public Library branch. Payments are accepted Mondays through Thursdays from 9 a.m. to 8:45 p.m., and Fridays and Saturdays from 9 a.m. to 5 p.m. Questions about this service should be directed to the Collections Office, 410-386-2971.

Take I-70 to MD 27 North towards Mt. Airy. Follow 27 into Westminster.

From Rockville-Montgomery Co.

Take I-495 to MD 270 North to Germantown. Take MD 27 North to Westminster.

From Gettysburg

Take 97 South to MD 140 East.

From Hanover

Take Route 30 to Route MD 27. Take 140 East.

From Lancaster-Reading area

Take Route 30 to I-83 South to I-695 West. Take exit 19 off of I-695. This will put you on I-795 expressway. Take exit 9B which is MD 140 West. Stay on 140 for approximately 9 miles.
