MAINSTREAM VOUCHER WAIT LIST:

Carroll County Housing and Community Development is establishing a Wait List for Mainstream Vouchers to help further the goals of the Americans with Disabilities Act and provide housing services in the most integrated setting appropriate to the needs of persons with disabilities.

Households that qualify can remain on both the Mainstream Wait List and Housing Choice Voucher Program Wait List. Mainstream Vouchers serve families who have a nonelderly adult (18 to 61 years old) with disabilities who also meets one of the following conditions:

  • Transitioning out of an institutional setting (e.g., nursing home)
  • At serious risk of institutionalization
  • Homeless
  • At risk of becoming homeless

If the individual who meets one of the above conditions is not receiving Social Security Disability, verification of disability as described below will be required:

  • Has a disability as defined in 42 U.S.C. 423;

  • Is determined to have a physical, mental, or emotional impairment that:

            -- is expected to be of long-continued and indefinite duration;

            -- substantially impedes their ability to live independently;

            -- is of such a nature that the ability to live independently could be improved by more suitable housing conditions;

  • Has a developmental disability as defined in 42 U.S.C. 6001.

Note that the disability cannot be drug or alcohol related. If you think your household might be eligible for the Mainstream Wait List, please call Carroll County Housing at 410-386-3600 or email mainstream@carrollcountymd.gov.
