Livability Code exists to protect public health, safety, and welfare in relation to rental-housing premises. Minimum requirements for basic equipment and facilities used for light, ventilation, heating, sanitation, egress, and fire protection systems are established in Livability Code. The Carroll County Bureau of Housing fixes the responsibility of property owners and tenants while providing for administration, inspection, enforcement, and penalties.
